The voucher states "One coupon is valid for 1 people. Maximum 3 coupons per table." This means you can use two coupons between two people at the same table, but you cannot use one coupon between two people.

Every deal has different set conditions.
The merchant has specifically set up this deal to be for one person only. The alcohol can be exchanged for a non alcoholic option if you did not want two alcoholic drinks.
