From what I understand it sounds like one voucher costs $15 which has carries the value of $ 35 and can be used by two persons (a couple), for example Using one voucher I can order French Toast $16.50 and my husband can order Eggs Benedict/Salmon $17.50 which makes a total of $35. Is it correct?

That is correct, you can use the voucher towards these two items if you wish that is not a problem :)
