1) Deal is for any/all meals on the menu?
2) Meals are available (until 9:00pm) at all times that the bar/restaurant is open? - ie. From 4:00 pm Tuesday-Thursday, and from noon Friday and Saturday?

Apologies for the delay.
I just rang them and to confirm, yes it is valid for all mains and the kitchen is open until 9pm every night that they are open.
