Hi Andy, under the sale of Liquor Act, the merchant has responsibilities to ensure that the sale, supply, and consumption of alcohol should be undertaken safely and responsibly; and the harm caused by the excessive or inappropriate consumption of alcohol should be minimised. In light of this, at their discretion, the merchant may require you to consume food and/or water, and has the right to refuse further service of alcohol. Hope that clarifies.
